What should I know about MS Mechanical Engineering in Germany, university selection and costs?

i am 22F,
my_qualifications: 22F, B.Tech Mechanical Engineering, CGPA 8.16, Tier 2 college.

i wanted to do MS in Mechanical Engineering in Germany. So, i have like 3 questions to as

1. Which course has better scope to do MS? (Which is better probability to get me a job after i complete my MS?

2. On what basis do i need to select universities? (Like in India, we select colleges based on campus placements and whether the college is Tier 1, 2, or 3.)

3. I asked one of the agencies, and they told me that a 2-year MS will be done within 15 lakh (including my travel expenses). BUT, as per my research, i found that i need to pay 11 lakh every year for my blocked account.
   so, it will be like 22 lakh just for my blocked account. So, what is the reality???
