Low GPU and CPU usage

Specs:

• Ryzen 9 9900X
• Radeon RX 9070XT 16GB
• 64 GB of memory

On the ship I will average ~105 fps, but after i load into a mission (no matter the difficulty) it will drop to about 80 fps, then when I'm in combat it drops even further to 50-60. On high difficulties it's even worse, dipping to the 30-40 range.

Is the game poorly optimized or am I doing something wrong?
