Is Cincinnati,Ohio>Rochester, NY an upgrade?

Looks like I am relocating for my job. Nothing final but almost final. 40k raise, paid moving expense, paying fees for selling/buying a new house, plus a 30k relocation bonus. How bad am I downgrading? Looking Hilton, Spencerport, Pittsford.
