Transfering to Home?

Okay I saw the news about Pokemon Bank shutting down. Don't you need more than the basic plan for Home to transfer from bank? Are they telling us to pay them to be able to save our stuff from them shutting down their service? I just want to make sure I'm not misunderstanding because I've never transferred from Bank to Home before and to me this feels unfair.
