Guy in my league has accidentally dropped Caleb Williams twice in two years

So this guy in My dynasty league has now dropped Caleb Williams twice accidentally in two years. The last year we added him back and removed all his FAAB and made it very clear that this is a one time thing. Now he’s somehow managed to do it again and the league is at a crossroads on how to handle it.

What should we do?

For reference: 3rd year dynasty, SF, 1 flex, PPR.
