I parked on Lincoln Road in Enfield on a single yellow line on a Saturday afternoon and received a PCN on my car at 2:30pm. The contravention was listed as " 01 - No waiting". I informally appealed on these grounds:

1. No signage was visible at my parking spot, on either side. The nearest sign on the road was around 50+ metres away and shows waiting restrictions for Monday-Friday but no parking restrictions. The PCN's photos show no signage, nor do they specify the prescribed hours of the restriction I contravened.
2. No CPZ entry signage was at the street entrance, so I had no way of knowing any zone-wide restriction applied.
3. A lamppost beside my car had no sign on it or anywhere on the ground. This suggests a sign may be missing, damaged, or was never reinstated.

In the council's reply to my informal challenge, they stated the following:

*"The Penalty Charge Notice was issued because your vehicle registration FD10CJZ was seen by Civil Enforcement Officer EN335 in LINCOLN ROAD EN1, for the following alleged parking contravention 01 Parked in a restricted street during prescribed hours.*

*The location where your vehicle was parked falls within the Controlled parking zone. The yellow lines do not have adjacent plates indicating their operational hours(unless their operational hours differ from those of the zones).*

*However, parking in the zones is permitted within the defined markings of a bay with the display of a valid Residents/Business or a Pay and Display ticket. In this instance your vehicle was not parked in a bay marking but on a single yellow line."*

The argument here is that nowhere on this road - not at the entrance, the middle or the end of the road at the crossing blockage - is there any sign showing a CPZ is in place. Only when I came back days later and walked 5 minutes from where my car was parked to the adjacent road did I see the CPZ signs which are obscured by trees (top left photo)!!

I've shared pictures of the road where I parked and then where Wellington road begins showing all the trees in the way. Left is the map view of the road. Top-right is what the entrance of Wellington from Lincoln roads looks like. Bottom-right is the CPZ signs - the signs behind the "CPZ ends" signs are the CPZ signs" which say "controlled parking zone. Mon - Sat 8am - 6:30pm"

My questions are:

1) What does the law saw about CPZ signage placement? I thought there needed to be signs at each entrance of a road where a CPZ is in place but I understand if that's not the case. I just find it super odd that there are no signs at the road entrances but in the middle of a road and not every large road.

2) Is it reasonable that the entire road has no sign but the adjacent road, more than 5 minutes walk away, has two sets of signs showing where the CPZ starts and ends, back to back at the same spot?

3) Does the fact that the signs are obscured by trees until you walk right up to them, help my case at all?

4) If I go through the formal challenge process and lose, will I have to pay the full £160 or the reduced amount of £80? If £160, I assume I might as well take it all the way to the independent adjudicator?

Council fine for parking in a CPZ, but no signage visible
