Does anyone know where suggestions can be made?

I've been thinking for a long time that collections should let users give them a title, whether to establish the theme or simply to name the collection. I think it would be a simple addition that would be really useful. If anyone knows where suggestions can be submitted, I'd appreciate it if you could let me know.
