What's the problem with downloading this game?

I'm not sure if it's just me, but I can't delete this game because installing it is dreadful. Why do I need two separate 80 gig installs? Why does the second install bottleneck at 20 KB/s? It will gradually decrease to the point to where it takes an entire day to download, and no it's not just my internet.

Is this just me? This has been happening for as long as I could remember. It kills any momentum I have hopping on.
