NYC Continuity Easter Egg?

I tried taking a pic, but I can’t without a man in a jockstrap and cowboy hat in the image, so I’ll just describe.

In episode 2, Adam is being interrogated by police. They say they can get around forcing him to do something. Right after, a black man in a jockstrap and cowboy hat walks in, slaps him and then walks out. (This is a reference to some movie or show or scene, and I can’t figure out what!)
As cowboy is walking out, there’s a text/ad/something saying Briarcliff.
