JMT Rating based on only a portion of the CFR

The CFR for JMT uses two range of motions. Lateral and vertical. Are raters required to use both measurements in their decisions?

For example in my decision letter it only used the lateral and pain resulting in 10% but upon review of my dbq from the exam my vertical rom would justify a 20%. Worth an HLR?
