Legal consequences of an irresponsible dog owner

Are there any laws in our country that punish “dog owners” who leave their UNRULY dogs roaming around the neighborhood, barking notoriously and marking territory where they aren’t supposed to be?

Our HOA can’t convince him to keep the dogs inside his house kahit mag-isa lang naman siya sa loob, and his dogs’ have been torturing our ears for more than a year. Someone called the cops on them pero walang nangyari. Though our concern to the HOA works, it only works for a couple of weeks before he starts unleashing his dogs unattentively again. I know Anti-Nuisance Law applies, pero are there any pet-related laws that can factor in?
