Lineart Not Appearing on Other Layers.

My problem is I can draw on one of the layers, but on the other layers I can't seem to be able to draw on them? Or it only shows up on the background layer or in the other layer it's all transparent and not opaque. The last one frustrates me the most.

I'm quite new to digital art and am mostly a traditional artist but I am trying to learn. It's just its so frustrating when I can't even get a pen to draw like I want it to. When it keeps either changing to transparent or not showing up in the layer I was drawing on, then I close all the eyes on some of the layers and I see it visible in another layer when the background layer is closed eye or only on the background layer is it showing up! I've looked around YouTube and here but none of the posts here seem to have a similar problem to mine. Is there anyone who might know what this could be and how to solve it?
