my skin reacts to every moisturizer ive tried

tldr i damaged my perfectly fine skin 2 years ago then 1 year after went to a derm to try and get it fixed she gave me a hydrocortisone steroid and i felt it irritating my skin within 2 weeks of using it 4 times total during that 4 weeks and now my whole face is covered with a paste like build up that can only be removed when my skin is wet for 5-10 min+

before my skin was damaged i could tolerate alot of products, but now ive tried things like mct oil, squalane oil, sebamed clear face gel, purito oat in gel, etc etc and nothing seems to work. all either did nothing or just irritated my skin.

when applying moisturizers my skin will heat up in like 30 to 60 minutes after application. which im pretty sure is not a good sign.

has anyone been in a similar situation and has finally found that one moisturizer that allows them to repair their facial skin.
