Is the Recycle Bin quota available in the mailbox where I can change it via Graph or MFCMapi?

We have a retention policy that archives deleted items from Purges. That stopped working for a user and their mailbox reached the 100GB Recycle Bin quota (E3 license). Their archive is already auto-expanding, but I ran the enable cmdlet to increase their Recycle Bin quota to 110GB to try and allow the process to resume. I've successfully done this before, but it did not work this time.

I don't know what mayhem occurred on the back end, but the mailbox now has a Recycle Bin quota of 121GB and the warning is 111GB. I opened a case with Microsoft, but so far it's been more important for them to ask me for my time zone (the same one that's entered on the case when it was opened). /meow

I replaced the E3 license with an E1 and started MFA (managed folder assistant). That lowered the mailbox' quota as expected, but the Recycle Bin stayed at 121GB/111GB. I'm also moving items from the Recycle Bin back into the mailbox to give the Recycle Bin some breathing room.

If the system sets the mailbox' quota by setting a property in the mailbox that I can change via Graph or MFCMapi, I will go in and reset the Recycle Bin to 100GB/90GB. TIA
