Can my skin barrier get better?

Hey I’ve been dealing with rosacea and eczema on my face for years now. Type 2 rosacea I’m now on azelaic acid and soolantra cream which has helped but man does the progress feel like it’s going backwards real fast. When in any AC-ed place or in cold weather or even in buildings with too much heat, it feels like my skin reacts so quickly. It hurts cuz it’s so dry and I started getting bumps everywhere. Does it get better? :-/ I’ve been azelaic acid and soolantra for like 3-4 months now.
