Breast development stalled?

I have been on hrt for 1.5 years (current dosage below) but I have unfortunately not had access for a couple of months due to financial and life circumstances. I feel like I had reasonable growth before I stopped taking meds but it seems like for the past 6-8 months my development stalled at a tanner stage 3, is there any known cause for that or is it just sort of a luck of the draw thing?

Dosages for reference:

Estrogen 10 mg daily
Progesterone 200 mg daily
Spironolactone 200 mg daily
Finasteride 10 mg daily
