I want in! I've been trying to get a job in the middle east for a few months now to no avail. Any tips will be appreciated (Emergency Response/HSE/ Fire)

My fine people. I would appreciate some advice. I have the NEBOSH Cert and Dip in Hse + the level 4 Process Safety Cert. I also hold my MSc in Risk, Crisis and Disaster Management + 18 experience in a national fire service. I've tried LinkedIn, Bayt and the other usual suspects to no avail. I dont have any network that i can reach out to. I also tried applying to the big names in the middle east. How do i get in? Any advice anyone?
