Do I report someone for not being on a bicycle?

Got a bicycle delivery person with a female name and profile picture

They showed up in a van and it was a guy. He delivered the food and sat in my driveway another 10 minutes cleaning out his van. I asked if he needed help with something but he only spoke Spanish so I didn't know what he was doing really.

The question is, this a concern that impacts other drivers and should I report it or just not be a Karen and ignore it? Nothing wrong with order itself.
