Help! I can't draw his hair properly :(

So I have been trying to practice Digital art for a while for the past 4 weeks, and while I was drawing Joseph Joestar, I stumbled into a problem into drawing his hair!? Every attempt that I try to do, it will either look choppy, or just unnatural, can someone help me :(

His hair looks so bad, I'm gonna cryyyy

For reference, this was the hair I was trying to achieve!
