Singapore spent $1.8 billion on tuition. Are we actually getting $1.8 billion worth of better education?

Singapore households spent about S$1.8 billion on private tuition in 2023, up from S$1.4 billion in 2018. Average household spending was around S$104.80 a month, although families using multiple subjects or premium centres can obviously spend far more. That number is honestly crazy when you think about it. Does tuition genuinely make Singapore students better educated or are we mostly spending billions helping everyone compete against everyone else?
