screen tearing

at some point i noticed that some videos of smii7y have screen tearing
and i dont think the issue is on my end because usualy when you pause a video on a "tear" it goes away but now it doesnt
and its also confined to the clip if he is showing a clip
has anyone else noticed this or is this just me
