At what level watching TV stops feeling like “studying”?

When watching something in my target language, I have a hard time distinguishing between:

“I am studying” and

"I am simply… watching television."

Maybe it depends on the level? For people who have reached that point, roughly what level were you? Did it happen gradually or depends on the show?
