Construction Safety OSHA

I work in Michigan. On my site the operators are up in arms about the tower crane boom over their elevator and loading dock. There isn’t a specific MIOSHA/OSHA that prohibits this. I did once find something in ANSI (something like 10-15 feet clearance needed). Does anyone have any insight to this?
