Instant votes?

I’ve noticed this several times now: someone votes on a new chapter the moment I publish it, or within 5–10 minutes, even though the estimated reading time is at least 25 minutes.

Are these actual readers or bots? Or do some people vote first and then read the chapter? It’s often the same accounts, so I’m genuinely curious.
