So how would a frogfish evolve a swim bladder again? (& other questions about frogfishes)

So frogfishes can swim gulping in water and projecting it through their small jet like gill holes to swim in a gliding way, but prefer to stay on the bottom. How would they be able to become active swimmers, and how would they swim like? and can frogfish evolve to be bigger at least a human size or smaller??!!???
