Would it be rude to leave a 3/4 star review for people who never bother to ok an item?

okay so I know this sounds mean, but i’m more thinking of when someone’s asked me to ship same day (after purchase of course! as they do!) or get me doing extra work for a few quid, and then never bother to even ok the item or leave a review. It annoys me so much! Is it fair to do, or am I just being super grumpy and a bum?
