When a client uploads a file, do you count it as "received" right away?

Discussion

A client uploads a document you requested, but no one has opened it yet. It could be the wrong statement, the wrong month, password-protected, or simply not the file you asked for.

Would you mark the request as received as soon as the upload appears?

I think it makes more sense to treat "uploaded" and "received" as separate states. Uploaded means the client added a file. Received means someone checked it and confirmed that it actually satisfies the request.

Without that distinction, a request can look finished while there is still review work hiding inside it.

Curious how other bookkeeping teams handle this.
