If Sol is more efficient than Opus how are people reporting more generous limits on claude than codex?

I understand that the semi analysis study of $700 api value in codex plus sub vs $400 in claude is now seen changed. But is it that dramatically cut that even with Sol being more efficient people are finding claude to have more limits? I can’t believe it. (Resets apart)
