The point of shell builds?

I really don’t understand the point of shell builds if I’m about to beat the game, unlocked all weapons and shells & have actually spent at least an hour combined grinding gloom/tar stone xp from the grisha hunters at Gloomshade grove and I still only have 20 shell points.

Shell points need an overhaul. I don’t get the point in gate keeping shell points. Are you only supposed to be shell build crafting on your NG+2 runs?
