Discussion on what Darrow's dream republic is?

SpoilerAll Spoilers

Throughout the first three books Darrow wages war on gold to fulfil Eo's dream and end the oppression of his people, the low-colours, but i feel he never succeeded in that. After the time skip there is still a gold sovereign, there are gold noble houses with immense power and personal military fleets, the high-colours have disproportionate political influence in the senate and the life of the low-colours are still pretty bad. Powerful noble houses, personal militaries and disproportionate political power is not a foundation for a stable democracy, something Darrow's should know. Quicksilver and to a far lesser extent Victra are also allowed to run wild during the chaos of the rising and size vast economic powers. Victra then brags about how much she oppresses the very workers who make her industry run.

Though the oppression is not nearly as bad as under the Society, there is still clearly deep inequality. I find it strange that Darrow never seems bothered by this. Should not he, as the most powerful red in the republic, still fight to end their oppression? Why does he only settle for a half measure?

This was something that i thought about when reading the books and i want to hear what others think.
