Help please

I'm stuck at the radio tower where there's a policeman on the second floor who won't let me pass. I think I spoke to the required NPCs and went underground, but I can't get the Team Rocket uniform. I think I've unlocked everything, but the cutscene isn't playing, and I can't go on with the game. I've also already unlocked Team Rocket's secret underground factory, where I think there were Voltorb to defeat. If anyone knows how to help, I'd be happy to hear.😭
