How to remove this whitelisted HP malware from everything?

A relative sadly bought and installed a HP printer and the HP Smart app and despite uninstalling everything I can find from the computer in question HP is seemingly molesting everything that connects to the same network.

How do I remove every trace of HP from my hardware?
