Cutting it close

This is bothering me and I’m wondering if anybody else feels this way. Did you guys notice how there was barely any time between when the nuke went off and when they were all outside practicing the speech? I mean jesus you would think they would have gotten everyone inside already.
Daniel especially, they did kind of a horrible job at keeping him contained considering how soon it was coming. They let him walk pretty far. Why would they wait until the last second to go inside. We all saw how fast the explosion happened and how fast it traveled, it’s not like they had a couple minutes to spare.
Am I missing something?? Maybe my timing is just completely off
