Puppy eating pads in crate?

We put puppy pads in to soak up her pee and so she’s not lying in it but she’s got to the phase where she’s ripping up and eating the pads, which obviously isn’t healthy for her either.

My mom brought up urine burns and now I’m paranoid of taking the pads out completely as I don’t want her to have them either but I’m at a loss on what to do.

Has anyone had this problem or know anything that could help?
