Why this game was not a financial success
This game in my opinion was a good game. The shooting was improved, hacking was improved, cover system was improved, level design was a improved from Human Revolution. The one thing it did not improve on was the story and the length of the main story. Still there are a lot of side quests in the game so it really wasn't lacking content. Mankind Divided was a game with good gameplay and level design which lacked a proper story but I do not not think that is why this game failed.
The reason why this game did not succeed is because of the absolute stupidity coming from Square Enix with their 'Augment Your Pre-Order' fiasco and them putting microtransactions in Mankind Divided a single player game by having purchasable Praxis points with real money. Mankind Divided was a game which was cut in an attempt to sell the cut part as the next game. That was greedy but it wasn't 'Augment Your Pre-Order' or putting microtransactions in a single player level greedy because amount of content was still longer than Human Revolution.
I think if Square Enix did not pull the 'Augment Your Pre-Order' and put microtransactions people would have complained about the story but it would have make enough money to make the sequel to Mankind Divided. However I do not think Square Enix learned the right reasons on why Mankind Divided failed. Instead of learning that if they do these anti-consumer actions and showing such greed, players will not buy their product instead they thought players don't like to play games which are like Deus Ex.
