Safety coordinator + etat des lieux construction

Hello,

In a few months we are starting construction in our appartment.

We would like to carry out an etat des lieux (plaatsbeschrijving) of our direct neighbours' appartments. Could anybody here suggest a professional (I guess a landmeter) to carry out such a job?

And we are also looking for a safety coordinator for the construction works itself. Does anybody have suggestions for people they have good experiences with?
