FM 26 how to switch from semi-pro to full pro

I am playing custom czech women league.We have 8 teams: two are full professional with big money and good players rest is semi pro teams with no money at all and bad players. It is like in real life where those two professional teams pretty much win 95-100% matches.

But i am playing as underdog semi pro team.I am now in year 2030 and i have managed win cup and tittle and also did pretty decent in champions league and win some good money. But i requested professional status atleast 20x and board just saying they dont have money. But at the end of seasson they take mega huge loan to expand stadium. It is second time they did that. Whole club will be in huge debt for next few years and my already bad wage limit will not increase. This is just mental.

I would rather have every day/3x per day training than stupid stadium expansion that will not help in anything.
