How do you find/see business opportunities?

I'm pounding this for quite some time as what to do. I would really just build some business. I'm an electrician working in a shipyard it's decent pay but some what an dead end. In the country im in, I can't get permissions yet to run my own electrical company and even If I would market seems saturated and its quite tough to make it as most of the orders go to big guys.

Just looking for some perspectives, AMA I try to answer vest I can.

Cheers
