Soldiers don't question or spread the Pact being a farce

It's this one thing that's nagging me. The soldiers clearly know and follow that true power and their loyalty is to the Head of IT. They don't know the truth, about the voice, none if it. Thay grew up with the Pact. That there is a mayor, and a judge. Yet they follow the Head of IT, no questions asked.

While.I can imagine them not questioning it, I can't imagine them not spreading the sensation that the Pact is a farce. Like long term, not just during the recent events. But even during the recent events, none would speak to their mates or family about them having detained the mayer (Nichols with her reputation even) and bossing them around.

"Hey, you know that it's Sims giving the orders? She even imprisoned the Judge, her husband. What a scandal, eh?"
