Do you feel entitled to walk your dog off leash even in leash law areas? Why or why not?

I live near a beach that has a strict leash law however about a third of people walking their dogs there do not leash their dogs. Attacks have happened and some owners don’t seem to care. Curious to hear people’s perspectives.
