Free will vs God’s plan in dating / relationships

I know this may seem like an odd question, but curious to hear your thoughts. A lot of people say when they meet their person that it was all
Part of God’s plan, and I do believe that! However like if someone loved someone deeply and like either never said something to them and “missed their chance”, or it just didn’t work out cause of the circumstances, or something like that, would you attribute it to God keeping them apart intentionally, or rather the responsibility on the person/people. Another example could be feeling like meeting someone naturally / randomly and having an instant connection is all part of God’s design, but doing a dating app doesn’t feel strongly as such if that makes sense. This is a wrestling between our human free will and God’s design and plan. Curious to hear your thoughts on this.
