Building Capt America LL/Hope Estheim. Is this kind of deck possible or am I fooling myself?

I saw Maldhound critique someone's deck with Captain America, Living Legend using Persistent Petitioners (since you are meant to mill people with their ability) and decided to try and build one myself.

My idea is to:

• use [[Hope Estheim]] or [[Captain America, Living Legend]] as the other's secret commander
• throw Petitioners in as tap/untap or mill support with lifegain
• not rely purely on the Petitioners
• have win conditions other than Approach or Lab Man- something more along the lines of Moonshaker or Akroma's Will for the win?

I have played against a Hope Estheim deck that went absolutely bonkers last year and surprised the heck out of me and have been looking for a way to use Petitioners for months-I've posted about them in the past.

In my mind it's a win-win. I get to play with tap/untap shenanigans, using some number of Petitioners as support and/or have myself a lifegain deck.

Be honest- is it a pipe dream or is there a way for me to build a deck with a normal way to win without needing to add green and use Chulane?
