Week 35 and still no districts- Is my save bugged? (switch)

I recently downloaded the Fire’s Edge DLC and booted the game up for the first time in about a year to start a new playthrough. This was also my first time doing a run with the Crimson Court.

For some reason, after having done the first Crimson Court Mission, and a few bosses, I still have not gotten the town event that unlocks districts. As the title suggests I am quite far along in the game; I am worried my save is bugged and I’ll have to restart. Has anyone else had this problem before?
