Help me remember this Anime...

I keep thinking this old anime i watched was 8-man After and upon skimming, it definitely looks similar in artstyle and story(pretty sure it's not)

What I remember is that it seems to involve some crimefighting hero in that 80/90s metropolitan era, who is getting closer to taking down a crime boss/corrupt politician/CEO. The main scene I remember is the crime boss gets desperate to stop the hero and makes a deal with some freakish killer. Unfortunately, the killer's request is the boss daughter/niece. The boss tricks the girl to a dark room down a staircase where the killer is waiting. The boss walks away in shame as the girl cries out. Pretty sure the next scene is her naked and traumatized with the killer licking her neck replying to the boss that he'll take care of his problem. I remember him being tall with long limbs, with a blade.

It's possible I'm mixing up two different anime films/ova's, I was like 9 when I remember watching this in 90s, so forgive me.
