How to stop RA from pausing videos on iPhone?

Every time I close the RA menu while playing a game, it pauses whatever video I’m watching with PiP on my iPhone. I have all game audio muted, I tried to disable “pause content when menu is active” and “pause content when not active” and neither of these fix the issue. I also tried enabling “respect silent mode” but that doesn’t fix it either.

This is happening exclusively with RA, no other apps on my phone automatically pause YouTube or other video streaming apps.

Any ideas?
