Civil service role requesting documentations after interview

Hi all, I’ve recently completed the interview process for a role with one of the ministries, and after a few days HR requested me to submit some forms and referees for reference check. May I know if anyone has similar experiences to share, wanted to know if this is just a formality or a sign they are going to make an offer? Thanks in advance!
