I made a mistake

Hi! I am California born a raised, yet this application cycle was really rough and I ended up not making it into UCIs criminology degree. I ended up choosing to go to Rutgers in NJ, and honestly I hate it here, I miss Cali and I should’ve transferred From a CC. So my question is, is there any way to transfer from here to UCI? Im not sure since assist doesnt apply to out of state so how do I know which courses will transfer?
