Female testosterone treatment recommendations?

A friend of mine has recently been diagnosed with very low testosterone and has sadly learned that finding a doctor/facility/anything that will prescribe supplemental testosterone for females is extremely challenging to do.

She is not in transition, and she does not want to accidentally steal from people working through that. Her lab-work and symptoms unfortunately show she is far below the standard range for females. Her specialist has a backup plan if she can’t get it prescribed but it will take 6 months to even find out if it’s working, a long time for something not at all guaranteed. Unfortunately her specialist can’t prescribe the testosterone but can refer her and will but as they’re not a full MD it’s questionable if they will accept the referral.

I’m just hoping to help navigate her through a tough time at a relatively young age for these types of issues. Any guidance would be greatly appreciated.
