Do we need a support sub for people trying to leave neet status?

I am 23m and its hard leaving this shit. Some of us wanna leave this or for some reason are not able to continue this lifestyoe. But i feel like saying to people at my age that i have no previous experience and never went to college as well plummets my chances of getting a job (i live in Croatia) and it makes me demoralized and i am a person that just gives up if something does not work for the first few times.
