Why not Bans, not Tariffs?

First off let me recognize that some countries and too dependent on certain resources/products to ever ban importing them.

But for those fringe things or those that simply compete with a robust domestic supply. What not just ban them? Make the supplying county feel all the pain.

Maybe your domestic producers will grow to fill some of the gap, or maybe people realize that paying 50% tariffs reduces consumption anyway, all while hurting their finances, so why not cut it off entirely and hurt the other country.
